Further to your notification dated 04 March 2026 regarding the security breach observed at Main Gate 1 at approximately 10:30 AM, NSH has conducted an immediate and thorough internal investigation.
Please find below our formal findings and actions taken.
Incident Overview
On 04/03/2026, AMIRAL Security identified an individual attempting to access the project site using another person’s access badge.
Upon notification, the undersigned together with PKG#03 HSE Manager proceeded immediately to the TCM Security Office to coordinate the investigation. The individual involved was formally handed over to NSH for internal inquiry before further escalation.
All credentials involved in the incident — including both Iqamas, the AMIRAL access badge, and the walkie-talkie remain in the custody of TCM Security
Findings of Investigation
The internal investigation confirmed that:
• The individual, Mr. Shakir Hussain (Iqama No. 2617678525), is not registered as an authorized AMIRAL site worker and does not possess a valid site access ID.
• He attempted to enter the project using the access badge issued to Mr. Baqir Hussain (ID No. 3-14077, Iqama No. 2595468915, Hiring Company: Beginning of Transformation LLC).
• The ARAMCO Rigger III badge and walkie-talkie found in his possession belonged to Mr. Baqir Hussain.
• During questioning, Mr. Shakir Hussain admitted that the badge and communication device were provided to him directly by Mr. Baqir Hussain while the latter was on vacation.
• The concerned hiring company confirmed that this arrangement was made privately between the individuals without company knowledge, approval, or authorization.
The investigation confirms that this was a deliberate and unauthorized act carried out at an individual level, in direct violation of established security procedures and site regulations.
There is no evidence indicating systemic failure or organizational involvement.
Immediate Actions Implemented
NSH acted promptly and decisively as follows:
• The individual was formally handed over to NSH Security.
• He was subsequently transferred to the Saudi Police for further legal action.
• Access privileges of the original badge holder were immediately suspended.
• The hiring company was formally notified.
• Internal disciplinary proceedings have been initiated against the badge holder and any associated personnel found negligent.
Corrective and Preventive Measures
While the incident originated from individual misconduct, NSH has reinforced additional preventive controls to ensure strengthened compliance:
• Immediate circulation of a formal advisory to all direct and indirect manpower regarding strict prohibition of badge sharing and impersonation.
• Mandatory awareness sessions will conduct through Mass Toolbox Talks (TBT) across PKG#02 and PKG#03.
• Reinforcement of access control protocols at entry gates.
• Implementation of enhanced random ID verification checks at site.
• Written notification to all subcontractors and manpower suppliers emphasizing zero tolerance for access violations.
NSH fully recognizes the seriousness of this incident and maintains a zero tolerance policy toward any violation of site security procedures.
We confirm that this was an isolated case of individual misconduct and not a reflection of systemic weakness. Immediate corrective actions have been taken and strengthened monitoring measures are in place.

Incident Description
On the morning of 14/02/2026, Mr. Mohammad Sagir, who is officially assigned to work at the TCM Warehouse, mistakenly proceeded to the TCM laydown area.
While attempting to return to his designated workplace, he inadvertently boarded a Hyundai bus instead of the assigned transportation. As a result, he was transported to the Hyundai laydown area.
After realizing his mistake, the employee attempted to return to the TCM Warehouse on foot. During this time, TCM Security personnel intercepted him on suspicion, as he was walking within a restricted operational area and carrying a water bottle.
The water bottle was inspected by TCM Security in the presence of our company representative and was confirmed to contain only drinking water. No prohibited items were found.
Investigation Findings
1. The employee deviated from his designated work location without proper guidance.
2. He boarded incorrect transportation due to lack of attention and awareness.
3. He attempted to move between operational zones on foot without authorization.
4. There was no evidence of malicious intent.
5. Security verification confirmed no prohibited materials were involved.
Root Cause Analysis
The root cause of the incident is identified as:
1. Insufficient awareness and understanding of site layout and movement protocols.
2. Lack of proper attention while boarding transportation.
3. Limited language proficiency, affecting communication and understanding of instructions.
Although the employee had attended mandatory safety trainings, including Toolbox Talks (TBT) and Mass TBT sessions, the understanding of movement control procedures was not adequately demonstrated.
Corrective Actions Taken
1. Immediate internal investigation conducted.
2. Joint meeting held with site team and HSE Department.
3. Site Code of Conduct and movement procedures re-explained in detail.

As per the trailing email, two drivers were sanctioned based on plate/sticker numbers. However, both individuals were not present on site at the time of the violation one of them left the project more than a year ago. This clearly proves that the TALL register has not been properly maintained.
This situation is unacceptable and is exposing the company to serious operational and reputational risks. If there is serious accident or traffic violation happened
Hence, kindly request the Equipment Team to immediately collect the updated driver details for all vehicles from the respective site coordinators and submit the complete verified list to Mr. Mark for urgent updating in the TALL system.

Upon inspection, prohibited items were discovered inside his vehicle. Following standard security procedures, the driver was immediately handed over to the police for further investigation and necessary legal action.

Kindly note that this demobilization covers the period from 25 March until today. Out of the 500 IDs, 150+ were issued for mobilization but the personnel did not report to site, therefore their IDs are being returned to TCM.
The other IDs are being returned across various categories (Hiring Security, Hiring MP, Hiring Operators & Drivers, Own, Subcontract, and Saudization) due to end of contract, non-renewal of Iqama by suppliers, resignation, termination, etc.

Kindly confirm below listed Employees were Approved Laminators??? Currently, we have 151 nos of laminators (Approved & Unapproved) in Amiral Site as listed below.
Tentatively, all the rental Laminators will be demobilized from Amiral Project by Mid of May’2026.
Furthermore, the approval process of Laminator is approx. takes minimum 1.5 to 2 months (FPI Training Schedule, Training, Mock-up & getting JCC card) to make him to work on Site as Approved Laminator, based on previous approved laminators.
Kindly note that we have plan to demobilize the unapproved Laminators (Own) from Amiral Project by last week of May’2026.
