• The recent official letter, dated July 14, 2025, clearly stated the target completion date of August 4, 2025. However, as of today, only 2,577 badges have been issued and collected (Refer to the table below) while the current active NSH manpower stands at 7,911. This indicates that the target has not been met, and such delays may result in serious consequences.
To support NSH in accelerating the process, the Contractor has proactively issued 960 badges in advance and formally notified NSH to collect them. Unfortunately, NSH has only collected 128 badges to date and has failed to retrieve the remaining badges, despite receiving multiple notifications and reminders from the Contractor’s ID team.
We strongly urge NSH to take immediate action to complete the badge reissuance process and ensure full compliance with project requirements to avoid further complications.

Moreover, it was mentioned by NSH that there is a new HSE procedure related to the badge issuance is contributing to delays. We would like to clarify that the badge issuance procedure has remained unchanged since the start of the project.

While attempting to return to his designated workplace, he inadvertently boarded a Hyundai bus instead of the assigned transportation. As a result, he was transported to the Hyundai laydown area.
After realizing his mistake, the employee attempted to return to the TCM Warehouse on foot. During this time, TCM Security personnel intercepted him on suspicion, as he was walking within a restricted operational area and carrying a water bottle.
The water bottle was inspected by TCM Security in the presence of our company representative and was confirmed to contain only drinking water. No prohibited items were found.
Investigation Findings
1. The employee deviated from his designated work location without proper guidance.
2. He boarded incorrect transportation due to lack of attention and awareness.
3. He attempted to move between operational zones on foot without authorization.
4. There was no evidence of malicious intent.

Please note that the IDs listed below were never issued to us. They were printed on your end and retained at your office (92 badges requested) due to the absence of a 3rd-party service agreement with Chamfer. We have now received some of the required 3rd-party service agreements, which is why we submitted a separate request for these IDs. Yes, I remember the case of 92, since it was recorded as issued but we held them. However @Al Hutaylah Mahmoud please check if the documents that were missing are now available and contact NSH to collect the badges if all goes well.
Additionally, there are other similar cases where the ID records and profiles are registered in Tall, but we have not received the physical IDs for the same reason. We will provide you with a list of these IDs shortly. Kindly verify and advise whether these should be marked in Tall by us with your permission or directly from your end as “not received.” If the required documents have been uploaded, them coordinate with Mahmoud and the team to collect the badges by today itself.

I would like to bring to your attention an important security observation regarding dump trucks attempting to enter the site through Gate 218.
Yesterday, AMIRAL Security observed several dump trucks trying to access the gate, and these vehicles were Not included in the approved list previously shared with us by your team. Upon contacting NSH for verification, it was confirmed that those trucks do not belong to NSH.
However, today, AMIRAL Security again observed multiple dump trucks belong to NSH attempting to enter through Gate 218. Please find attached some of the trucks recorded during today’s observations.
We request NSH to provide:
1. An explanation for these repeated unauthorized entry attempts.
2. Corrective actions to ensure that only approved and authorized trucks are allowed to enter the site, particularly through Gate 218.

However, I must reiterate that an employee carrying another person’s ID is a serious violation and constitutes a security breach. This practice is strictly unacceptable and must not occur again under any circumstances.
We will allow an exception in this case and proceed with releasing the ID, but this is the final time such leniency will be granted.
Please note that I have attached the list of all badges that were previously confiscated during the ongoing site inspections for various reasons.
NSH is expected to monitor its own employees’ badges and practices closely, and to ensure that no individual is present on site without a valid ID or with any irregularities related to badge usage.
Additionally, NSH ID Department must enhance and enforce a more reliable process for badge renewal and handover to prevent similar incidents in the future.
We will continue conducting site inspections regularly, and any future violations will be met with zero tolerance.

In line with the established procedure, we have notified the local authorities and attempted to submit the relevant findings.
Our Government Relations Officer (GRO) visited the police station to hand over the required documentation. During this visit, the police requested the following clarifications and information:
1. The violator is required to personally report to the police station to formally initiate the investigation. Unless this step has already been completed, as indicated in NSH’s shared report.
2. Details of the violator’s employing company are required, along with the presence of the company’s GRO for further coordination.
3. Confirmation is required regarding the status of the other involved individual, specifically whether he is present in the Kingdom or currently on vacation.
Please note that NSH has confirmed in their investigation report that the involved personnel were transferred to the local police authority. However, official confirmation from the police remains necessary to proceed and close this matter.
