An individual who does not belong to the project attempted to enter using another person’s access badge. During the initial investigation, the individual was found carrying:

An ARAMCO Rigger III badge belonging to the same person whose badge he was using, and a walkie talkie, similar to those commonly used on site by riggers to communicate with crane operators.

This situation represents a clear breach of site security protocols and raises significant safety concerns.

We request NSH to:

1. Conduct an immediate investigation into this incident.

2. Identify how this unauthorized individual obtained the badge, Aramco badge, and the communication device.

3. Provide the findings, disciplinary actions and the corrective actions to prevent any recurrence of such violations.


Your urgent attention to this matter is required to maintain the security at the site.

Further to your notification dated 04 March 2026 regarding the security breach observed at Main Gate 1 at approximately 10:30 AM, NSH has conducted an immediate and thorough internal investigation.


Please find below our formal findings and actions taken.


Incident Overview


On 04/03/2026, AMIRAL Security identified an individual attempting to access the project site using another person’s access badge.


Upon notification, the undersigned together with PKG#03 HSE Manager proceeded immediately to the TCM Security Office to coordinate the investigation. The individual involved was formally handed over to NSH for internal inquiry before further escalation.


All credentials involved in the incident — including both Iqamas, the AMIRAL access badge, and the walkie-talkie remain in the custody of TCM Security


Findings of Investigation


The internal investigation confirmed that:


• The individual, Mr. Shakir Hussain (Iqama No. 2617678525), is not registered as an authorized AMIRAL site worker and does not possess a valid site access ID.

• He attempted to enter the project using the access badge issued to Mr. Baqir Hussain (ID No. 3-14077, Iqama No. 2595468915, Hiring Company: Beginning of Transformation LLC).

• The ARAMCO Rigger III badge and walkie-talkie found in his possession belonged to Mr. Baqir Hussain.

• During questioning, Mr. Shakir Hussain admitted that the badge and communication device were provided to him directly by Mr. Baqir Hussain while the latter was on vacation.

• The concerned hiring company confirmed that this arrangement was made privately between the individuals without company knowledge, approval, or authorization.


The investigation confirms that this was a deliberate and unauthorized act carried out at an individual level, in direct violation of established security procedures and site regulations.

There is no evidence indicating systemic failure or organizational involvement.


Immediate Actions Implemented


NSH acted promptly and decisively as follows:


• The individual was formally handed over to NSH Security.

• He was subsequently transferred to the Saudi Police for further legal action.

• Access privileges of the original badge holder were immediately suspended.

• The hiring company was formally notified.

• Internal disciplinary proceedings have been initiated against the badge holder and any associated personnel found negligent.


Corrective and Preventive Measures


While the incident originated from individual misconduct, NSH has reinforced additional preventive controls to ensure strengthened compliance:


• Immediate circulation of a formal advisory to all direct and indirect manpower regarding strict prohibition of badge sharing and impersonation.

• Mandatory awareness sessions will conduct through Mass Toolbox Talks (TBT) across PKG#02 and PKG#03.

• Reinforcement of access control protocols at entry gates.

• Implementation of enhanced random ID verification checks at site.

• Written notification to all subcontractors and manpower suppliers emphasizing zero tolerance for access violations.



NSH fully recognizes the seriousness of this incident and maintains a zero tolerance policy toward any violation of site security procedures.


We confirm that this was an isolated case of individual misconduct and not a reflection of systemic weakness. Immediate corrective actions have been taken and strengthened monitoring measures are in place.


NSH remains fully committed to maintaining the highest standards of security compliance at the AMIRAL Project.

They were printed on your end and retained at your office (92 badges requested) due to the absence of a 3rd-party service agreement with Chamfer. Additionally, there are other similar cases where the ID records and profiles are registered in Tall, but we have not received the physical IDs for the same reason. We will provide you with a list of these IDs shortly. Kindly verify and advise whether these should be marked in Tall by us with your permission or directly from your end as “not received.”

Also, in the Excel sheet, two additional columns have been added as shown below. The employee’s current status should be auto-updated there as per the Troonote data. This will help us track the present status of ID issued employees

Incident Description

On the morning of 14/02/2026, Mr. Mohammad Sagir, who is officially assigned to work at the TCM Warehouse, mistakenly proceeded to the TCM laydown area.

While attempting to return to his designated workplace, he inadvertently boarded a Hyundai bus instead of the assigned transportation. As a result, he was transported to the Hyundai laydown area.

After realizing his mistake, the employee attempted to return to the TCM Warehouse on foot. During this time, TCM Security personnel intercepted him on suspicion, as he was walking within a restricted operational area and carrying a water bottle.

The water bottle was inspected by TCM Security in the presence of our company representative and was confirmed to contain only drinking water. No prohibited items were found.

Investigation Findings

1. The employee deviated from his designated work location without proper guidance.

2. He boarded incorrect transportation due to lack of attention and awareness.

3. He attempted to move between operational zones on foot without authorization.

4. There was no evidence of malicious intent.

5. Security verification confirmed no prohibited materials were involved.

Root Cause Analysis

The root cause of the incident is identified as:

1. Insufficient awareness and understanding of site layout and movement protocols.

2. Lack of proper attention while boarding transportation.

3. Limited language proficiency, affecting communication and understanding of instructions.

Although the employee had attended mandatory safety trainings, including Toolbox Talks (TBT) and Mass TBT sessions, the understanding of movement control procedures was not adequately demonstrated.

Corrective Actions Taken

1. Immediate internal investigation conducted.

2. Joint meeting held with site team and HSE Department.

3. Site Code of Conduct and movement procedures re-explained in detail.

4. Employee temporarily demobilized to camp pending confirmation of ID retrieval from TCM.

Please understand that the request for ID submission has been raised by Amiral Security. This is strictly a security matter, and we are obligated to comply with their instructions. Failure to follow these requirements may result in strict action from site security, which could negatively impact all parties, including your company as our subcontractor.

With regard to your concern, as you are aware, vehicle stickers are issued against ID badge numbers (driver assigned for the vehicle). However, your company has repeatedly changed drivers for sticker issued vehicles without officially informing us. This has resulted in multiple security violations, with drivers being caught by site security. Based on the current situation, we believe this may be a similar case.

Please ensure that the below-mentioned ID badge is returned to us today without fail.

Regarding your statement that “most of the equipment stickers and IDs were confiscated by Security” kindly provide specific details, including:

• The exact number of badges and stickers confiscated

• The dates of confiscation

• Copies of any official communication previously sent to us regarding this matter

To the best of my knowledge, there was one previous case in which the concerned driver was terminated by site security due to violation.

We request your immediate cooperation to resolve this matter and to avoid further complications at the site.

There is a critical discrepancy between the vehicle stickers issued at the Amiral site and the drivers/staff ID badge numbers recorded in the TCM TALL register. The register is not being updated when drivers or staff are changed for sticker issued vehicles. This negligence has now resulted in wrongful sanctions being imposed by Amiral Security.


As per the trailing email, two drivers were sanctioned based on plate/sticker numbers. However, both individuals were not present on site at the time of the violation one of them left the project more than a year ago. This clearly proves that the TALL register has not been properly maintained.


This situation is unacceptable and is exposing the company to serious operational and reputational risks. If there is serious accident or traffic violation happened


Hence, kindly request the Equipment Team to immediately collect the updated driver details for all vehicles from the respective site coordinators and submit the complete verified list to Mr. Mark for urgent updating in the TALL system.


Please treat this as a top-priority issue to prevent further escalation and disciplinary consequences.

This email is to formally bring to your attention an incident that occurred on 17 January 2026 at Gate 1 of the AMIRAL project site. During a routine random check conducted by Amiral Security, a water tanker (Plate No. 6771 TSA) driven by Mr. Nishan Singh (Badge No. 3 04647) was stopped prior to entering the project premises.

Upon inspection, prohibited items were discovered inside his vehicle. Following standard security procedures, the driver was immediately handed over to the police for further investigation and necessary legal action.

Please be informed that Mr. Nishan Singh’s badge has been permanently confiscated, and he is permanently banned from entering AMIRAL project.

We request NSH management to reinforce security compliance measures and ensure that all employees strictly adhere to the project’s security rules and regulations to prevent the recurrence of similar incidents.

However, as of today, only 2,577 badges have been issued and collected (Refer to the table below) while the current active NSH manpower stands at 7,911. To support NSH in accelerating the process, the Contractor has proactively issued 960 badges in advance and formally notified NSH to collect them. However, upon reviewing the situation, we noted that the necessary documentation for these renewals has not yet been collected by NSH. Additionally, some badges are set to expire as early as November 1st, yet the corresponding renewal requests have not been submitted.

Moreover, it was mentioned by NSH that there is a new HSE procedure related to the badge issuance is contributing to delays. We would like to clarify that the badge issuance procedure has remained unchanged since the start of the project. 

We strongly encourage NSH to plan ahead and submit complete documentation well before badge expiry dates. Timely submissions allow the CTR team to process requests efficiently and avoid disruptions to site operations. Last-minute applications significantly increase the risk of delays.

Furthermore, NSH has requested that ID badges be issued with a one-year validity. CTR is fully supportive of this request, if the provided legal documents submitted, such as Iqama or work visa are valid for one year duration. Unfortunately, we continue to receive from NSH badge applications accompanied by documents valid for less than three months, and in some cases, less than 15 days. Please note that CTR can only issue badges based on the validity of official government documents that legally authorize the employee to work within the project premises.

We would like to reiterate that CTR HSE & Security teams remain committed to supporting its subcontractors. However, our ability to assist depends on receiving complete and timely requests. Given that some badges will expire on November 1st and today is October 28th, we urge NSH to submit the renewal requests today to allow us to process them without delay.

Further investigation revealed that the employee gained unauthorized access to the site by boarding the project bus without a valid badge, fully aware that this would allow him to bypass security checks at the project main gate. He admitted that he has been entering the site in this manner since submitting his badge for renewal.

It is also noted that:

• The employee was not instructed to remain in the camp until the badge renewal process was completed, which is a mandatory requirement under project security protocols.

• NSH failed to enforce the procedure requiring verification of valid badges prior to allowing employees to board transportation to the site.

This incident represents a deliberate and unacceptable violation of project security regulations, compromising the integrity and safety of the site. Such breaches will not be tolerated under any circumstances.

Accordingly, NSH is required to:

1. Conduct an immediate and thorough investigation into this matter and provide a detailed explanation of the failure in compliance.

1. Blocked the trucks from entering the site.

On the morning of 14/02/2026, Mr. Mohammad Sagir, who is officially assigned to work at the TCM Warehouse, mistakenly proceeded to the TCM laydown area.

While attempting to return to his designated workplace, he inadvertently boarded a Hyundai bus instead of the assigned transportation. As a result, he was transported to the Hyundai laydown area.

After realizing his mistake, the employee attempted to return to the TCM Warehouse on foot. During this time, TCM Security personnel intercepted him on suspicion, as he was walking within a restricted operational area and carrying a water bottle.

The water bottle was inspected by TCM Security in the presence of our company representative and was confirmed to contain only drinking water. No prohibited items were found.

Investigation Findings

1. The employee deviated from his designated work location without proper guidance.

2. He boarded incorrect transportation due to lack of attention and awareness.

3. He attempted to move between operational zones on foot without authorization.

4. There was no evidence of malicious intent.

5. Security verification confirmed no prohibited materials were involved.

Root Cause Analysis

The root cause of the incident is identified as:

1. Insufficient awareness and understanding of site layout and movement protocols.

2. Lack of proper attention while boarding transportation.

3. Limited language proficiency, affecting communication and understanding of instructions.

Although the employee had attended mandatory safety trainings, including Toolbox Talks (TBT) and Mass TBT sessions, the understanding of movement control procedures was not adequately demonstrated.

Corrective Actions Taken

1. Immediate internal investigation conducted.

2. Joint meeting held with site team and HSE Department.

3. Site Code of Conduct and movement procedures re-explained in detail.

4. Employee temporarily demobilized to camp pending confirmation of ID retrieval from TCM.

Yes, I remember the case of 92, since it was recorded as issued but we held them. However @Al Hutaylah Mahmoud please check if the documents that were missing are now available and contact NSH to collect the badges if all goes well. 


Additionally, there are other similar cases where the ID records and profiles are registered in Tall, but we have not received the physical IDs for the same reason. We will provide you with a list of these IDs shortly. Kindly verify and advise whether these should be marked in Tall by us with your permission or directly from your end as “not received.” If the required documents have been uploaded, them coordinate with Mahmoud and the team to collect the badges by today itself.

I would like to bring to your attention an important security observation regarding dump trucks attempting to enter the site through Gate 218.

Yesterday, AMIRAL Security observed several dump trucks trying to access the gate, and these vehicles were Not included in the approved list previously shared with us by your team. Upon contacting NSH for verification, it was confirmed that those trucks do not belong to NSH.

However, today, AMIRAL Security again observed multiple dump trucks belong to NSH attempting to enter through Gate 218. Please find attached some of the trucks recorded during today’s observations.

We request NSH to provide:

1. An explanation for these repeated unauthorized entry attempts.

2. Corrective actions to ensure that only approved and authorized trucks are allowed to enter the site, particularly through Gate 218.

However, I must reiterate that an employee carrying another person’s ID is a serious violation and constitutes a security breach. This practice is strictly unacceptable and must not occur again under any circumstances.


We will allow an exception in this case and proceed with releasing the ID, but this is the final time such leniency will be granted.


Please note that I have attached the list of all badges that were previously confiscated during the ongoing site inspections for various reasons. 

NSH is expected to monitor its own employees’ badges and practices closely, and to ensure that no individual is present on site without a valid ID or with any irregularities related to badge usage.


Additionally, NSH ID Department must enhance and enforce a more reliable process for badge renewal and handover to prevent similar incidents in the future.


We will continue conducting site inspections regularly, and any future violations will be met with zero tolerance.

Our Government Relations Officer (GRO) visited the police station to hand over the required documentation. During this visit, the police requested the following clarifications and information:

1. The violator is required to personally report to the police station to formally initiate the investigation. Unless this step has already been completed, as indicated in NSH’s shared report. 

2. Details of the violator’s employing company are required, along with the presence of the company’s GRO for further coordination.

3. Confirmation is required regarding the status of the other involved individual, specifically whether he is present in the Kingdom or currently on vacation.

Please note that NSH has confirmed in their investigation report that the involved personnel were transferred to the local police authority. However, official confirmation from the police remains necessary to proceed and close this matter.
